Public Service Improvement: Theories and Evidence
Research in Management and Organization Studies on the private sector has identified a number of 'drivers' of improved performance, including innovation, organizational culture, leadership, and strategic planning. Many of these 'private sector' characteristics have emerged within public sector organisations in recent years. However, public managers face additional pressures, whether from regulators, constrained resources, or political interference. This book takes each of these drivers in turn and assesses whether they lead to improvement in public services.
Written for students and researchers of Public Management, this book will also be of interest to public managers and consultants.

Frontiers of Governance - The OECD and Global Public Management Reform (Public Sector Organizations)
Public sector reform, public management and public governance have become crucial issues since the financial crisis in 2008, but they have been on national as well as global policy agendas for at least fifty years. The OECD has been key to the development of these agendas, but its role and impact have never been explored closely. In this book, Leslie Pal examines the role of the OECD and of global policy networks around public sector reform. Based on extensive interviews and internal documents, the book shows how public management emerged as a policy field within the OECD, explores the tools that the organization uses to achieve its ends, and provides an analysis of what 'good governance' means to the OECD, and hence a large part of the world. It provides one of the closest analyses of how an international governmental organization actually works, and how it contributes toa web of global governance.

Handbook of Public Information Systems
Delivering IT projects on time and within budget, while maintaining privacy, security, and accountability, remains one of the major public challenges of our time. In the four short years since the publication of the second edition of the Handbook of Public Information Systems, the field of public information systems has continued to evolve. This evolution has elucidated many issues that public sector managers face as they wrestle with the information age. Completely revised and updated, the third edition addresses all aspects of public IT projects while emphasizing a common theme: Information technology initiatives are neither simple nor routine. These initiatives carry substantial implications for democratic values, policy development, strategic planning, and the mobilization of human capital.
The third edition provides further insight into significant issues such as:
[ulist][*]Network governance
[*]Cross organizational integration and operability
[*]Enterprise architecture design, development, and management
[*]The impact of information technology on government service delivery
[/ulist]
With articles contributed by experts in the field, the coverage includes 21st century public information systems, modern IT needs, and the development of e-governments. The book examines the growth and use of information technology within and among government agencies and organizations. It examines current policy issues, offers case studies, and demonstrates successful public sector applications. Each section leads to a holistic approach that emphasizes communication, understanding, and participation from top management, technology teams, and end users.
The more we learn about e-government and e-governance issues, the more it becomes apparent that the interrelationships between political environments, organizational environments, and technological capabilities are often difficult to summarize and predict. As the field advances, our understanding of the complexity of the relevant issues increases, and more guidance becomes available to administrators. This book puts you on the path to a better understanding of the issues and successful implementation of IT projects.

How Information Matters: Networks and Public Policy Innovation
How Information Matters offers valuable insight into successful ways for collaboration and capacity building. It will be of special interest to public administrators or policymakers who wish to identify ways to improve their own programs' performance.
"Hale's work demonstrates how public policy is institutionally linked by the functioning of public-nonprofit networks as they add value through information-oriented collaboration." -- Robert Agranoff, professor emeritus, School of Public and Environmental Affairs, Indiana University-Bloomington
"Kathleen Hale has produced an excellent book that illustrates how nonprofit organizations and other nongovernmental institutions can serve as important sources for information, and how information networks can help to create innovative policy solutions and improve policy outcomes. This book is an important and timely addition to the fields of public administration and nonprofit management, and a must-read for those who want to learn more about responsive and successful policy changes." -- Joanne Carman, assistant professor of political science, University of North Carolina, Charlotte
"Stripped to its core, the effectiveness of a network is determined by the way that information is transformed into action. This book provides a thoroughly researched, authoritative study of just how information is exchanged, synthesized, and ultimately diffused through a network to bring about policy change and innovation." -- Michael McGuire, professor, School of Public and Environmental Affairs, Indiana University
"This is a terrific book. It advances scientific efforts to explicate the art of policy formulation. More specifically, it improves our understanding of how networks serve as repositories of knowledge, power, and influence, and how motivated change agents effectively engage with those networks. The book will be of great relevance to policy scholars and practitioners alike. I found it a pleasure to read and reflect on." -- Michael Mintrom, University of Auckland, New Zealand

The White House Speaks: Presidential Leadership as Persuasion
This work treats presidential leadership as persuasive communication. The major theories of presidential leadership found in the literature establish the central role of persuasion, and introduce the interpretive systems approach to political communication as a theoretical framework for the study of presidential leadership as persuasion. Case studies examine recent presidents' use of public persuasion to perform their leadership functions. Particular attention is devoted to coalitional constraints on presidential pardoning rhetoric, presidential leadership through the politics of division, the political significance of conflicting political narratives, the sermonic nature of much 20th-century presidential discourse, the difficulties inherent in persuading the public to make sacrifices, and the dangers of relying too heavily on public rhetoric. The concluding chapter considers the rhetoric that contributed to the demise of the Bush presidency, the election of Bill Clinton, and the challenges facing the Clinton presidency.
